Seoul Metropolitan Office of Education Chung Geun-sik takes the first step on a new path to guarantee basic education with the first approval of the Seoul Learning Diagnostic and Healing Center Basic Plan.

Plan to operate an intensive school year for in-depth diagnosis, and collaborate with universities and local organizations to strengthen learning safety net


 

On October 18, the Seoul Metropolitan Office of Education approved the 'Seoul Learning Diagnosis and Healing Center (tentative name) Basic Plan' as the first step.

 

Through the Seoul Learning Diagnosis and Healing Center (tentative name), the Seoul Learning Diagnosis and Healing Center will strengthen the functions of the existing Seoul Learning Help Center and actively support students who have difficulties in obtaining basic education due to various factors.

 

To achieve the goal of 'ensuring basic education for all students in Seoul,' the Seoul Learning Diagnosis and Healing Center (tentative name) will strengthen its functions and expand its business by area in stages based on the establishment of a one-stop system of [in-depth diagnosis], [customized support], and [enhanced cooperation].

 

To this end, the program will be piloted by region in 2025 and expanded to 25 boroughs by 2027.

 

To strengthen [in-depth diagnosis], a 'Basic Education In-depth Diagnosis Team'12 will be established at the Seoul Metropolitan Office of Education and regional (borough) centers to conduct systematic in-depth diagnosis by factor.

 

In addition, intensive target grades will be designated by special factors (dyslexia, dyscalculia, borderline intelligence) to support preemptive and in-depth diagnosis for all students in target grades.

 

We will also strengthen [customized support] for students with complex factors such as learning, psychological, emotional, and relational factors and special factors such as dyslexia, dyscalculia, and borderline intelligence.

 

Specialized programs to address regional educational disparities, such as university-linked Korean language learning support for students with migrant backgrounds (multicultural students) and social adaptation and career education for high school students with borderline intelligence, will also be operated by all education support offices.

 

Strengthen cooperation with universities, local governments, and local professional organizations to convert learning diagnosis and treatment centers.

 

It will operate support councils for each factor with university research institutes, local governments, and local specialized organizations, and expand the 'learning help network' by providing training, counseling, and information to teachers and guardians.

 

“This first approval symbolizes the will of Seoul Education to bridge the education gap and ensure basic education for all students,” said Seoul Education Commissioner Jung Geun-sik. ”Going forward, we will actively support the realization of a Seoul education where all students can pursue their dreams and prepare for a happy future through cooperation with universities, local institutions, and others, centered on school sites.”
